The Governing Board is committed to the success of all students and to providing a safe and
welcoming environment for students, their families, and staff, regardless of citizenship or
immigration status.

On September 20, 2025, two new state laws were enacted to restrict federal immigration
enforcement actions at schools and daycare centers.

Assembly Bill 49: The “California Safe Haven Schools & Child Care Act” restricts the involvement
of school sites or child care facilities in Immigration and Customs Enforcement (ICE) activities.

Senate Bill 98: Also known as the “Safe Act,” requires K-12 schools, community colleges, and CA
State Universities (CSU) to notify staff, parents, and students when federal Immigration and
Customs Enforcement (ICE) is confirmed on campus.
